upload infopath form .xsn file to a form template document library

I have an infopath form - Non browser-enabled one.
In our top site, under all site content, In document libraries, there is a one called Form Templates.
Then in it there are two folders. One internal the other Public. I would like to upload my new infopath form to the internal folder.
I do it by directly upload the .xsn file from my local computer, and it shows in the form template library.
Then I log off , I click the new form just loaded, then i got access denied error.
This is a site with anonymous access. Everyone should open it. All other files can be open OK
 If I login as my system admin account, it works fine.
What does it mean? Do I need to publish it first? Or I just need to upload the .xsn file to the library.
If I need to publish it, how can it be uploaded to the form libarary?
