SP 2007 Designer Permissions

I'd like to know what are the minimum permissions required to view custom forms(editform, newform and other custom designed forms) in SP Designer 2007.

Just FYI

Custom forms have JavaScript code embedded into them

I also would like to know the minimum permission required to view and check settings for SP Designer workflows in SP Designer 2007.
