Workflows taking hours before running

On one of our site collections we have a SharePoint list set up with roughly 14,000 entries. This list has two SharePoint designer workflows that automatically fire. One fires on item creation and the other fires on item update. This list and its workflows have worked well for the last two years.

At the beginning of this month or the end of last month we began to notice that our workflows were not behaving as they always had. The workflows that are automatically enabled by item creation or item update are entering a "Starting" status that we have never seen before. If we wait for 1.5-5 hours these workflows finally go through and run as expected.

If we manually run the workflows then they enter the "In Progress" status as expected. For the item created workflow this causes it to run immediately. Our item update workflow has a pause step that pauses for 1 minute.However, instead of pausing for 1 minute and getting picked up in the next 5 minute batch (SharePoint default setting I believe) the workflow takes 1.5-5 hours to run as well. Again the workflow completes all of its actions as expected... just hours after we would like it to.

The wrench: This is only happening on this site collection and potentially one other. Most every other site collection can run these types of workflows without issue.

Things we have tried:

  • Creating a new workflow and seeing if it experiences the same issue. Issue persisted.
  • Creating a new workflow history list and seeing if that helps. Issue persisted.
  • Removing required fields from affected lists. Issue persisted.
  • Using an out of the box SharePoint workflow. Issue existed on the OOB workflow as well.
  • Adjusted the throttle setting from 15 to 30. Issue persisted.
  • Adjusted the time out setting to double the default value. Issue persisted.

Any help would be appreciated.
