How do you move workflow changes from Dev to Production?

I am familiar with SharePoint but have never used Workflows before. 
Any suggestions on how to move WF changes from a dev environment to a production environment?

What are some approaches to make sure everything gets changed without just keeping a list of all the WF changes, list structure changes, etc.?
