Approved Document displays only the approved publish version for the uploader

Dear All,

This might be a noob question but please hear me out.

I have this document library with a sharepoint designer 2013(for sending emails) and sharepoint designer 2010 workflow(for disabling editing to approved documents).

The document settings is as per below image. The problem is after i approved and disable the document it displays the minor version only to last publisher and displays minor version to the other user.

Also the document status switch back to 'pending' in the other user's display but shows 'approved'to the last publisher & approver.

Please help me. I really need your help guys. Appreciate all the efforts.
