Help querying multi-value lookups in same list

I'm trying to build a page where our users can select an item from a list, and then see other items in the list that have value(s) in common. The values are in a multi-value lookup column.  So far I've been trying this with connected DVWPs, but I'm open to other methods.

For example, the list looks like:

 Project | Business Area

 Project A | Budget; HR

 Project B | IT

 Project C | Budget; IT

 Project D | HR

If I select Project A, the connected DVWP should show Project C (Budget in common) and Project D (HR in common).  At the most, I can get it to match based on the column value as a whole.  That is, "Budget; HR" only matches "Budget; HR."

I also tried creating a list that shows all Projects grouped by Business Area (using a joined data source), with the intent of then filtering that, but I can't figure out how to store the Business Areas as separate filter values.

It seems like it should be possible, maybe with parameters or xsl, but my experience with them is limited and I haven't been able to find an existing solution on the web that works for this.  Could someone please guide me on how to go about this?  Thank you in advance!
