Repeating control question

IP 2010 SharePoint 2007

Hello all, is it possible to have a 2 repeating controls with a one to many relationship like so;

Table1: [BusinessProblem]

Table2  [Id],[BusObjective],[Method],[Metric],[Baseline],[Target].

Table 2 could have one or many BusObjectives for one bus problem. but I want the section to repeat so the user can enter a new Bus Problem and objectives
