Can you create unique workflows by folder in a document library in SharePoint 2010?

Hi,

My problem is this: I created a document library for division level cost reports. There are 4 divisions with numerous cost reports per project. Access needs to be restricted down to the project level. So, I created 4 top folders (Division A, Division B, etc) with sub folders for each project (Project A, Project B, etc). Our Report Manager needs to upload the cost template (generated from a different tool) into the appropriate folder. Once that happens, I would like a unique workflow to start based on the folder in which the report is loaded. Any thoughts on how to do this? I'm also open to any other solution besides folders, but I need unique access rights based on both project and division that remains regardless of the items loaded - which is why I used folders over Event Handlers.

I am working in a SharePoint 2010 enterprise environment, but one that doesn't have all the bells and whistles installed. I just inherited the instance, but am not the farm administrator. However, I am responsible for creating numerous solutions for our business requirments, but they must be somewhat OOTB or very limited in the custom design in SPD. Quite the conundrum, eh?
